Footprints On the Moon was founded by Julius C. Wiseman III, who currently serves on Active Duty in the United States Navy as a Naval Officer in the Medical Service Corps. In his 20 plus year career he has served in support of in both, Iraqi and Enduring Freedom.

He is also a Lecturer (Professor) at the University of California, San Diego, where he teaches Healthcare Project Management at the Rady School of Management. He holds a Master’s ,and Bachelor’s in Business Administration Degrees from Trident University International. He also holds a Master of Professional Studies in Political Management from The George Washington University. Additionally, he holds a Certificate in Executive Healthcare Leadership and Facilities Design from Cornell University, and a Certificate in Project Management from the University of California, Los Angeles. He is a member of Alpha Phi Alpha Fraternity Inc. and of the American College of Healthcare Executives. In June 2022, he was selected by Business Elite as one of its "Top 40 Under 40" people in North America.
